Elevation has a big impact on the weather in Arizona. The best time to visit the Phoenix and Tucson areas is November to March when the days are warm, but not hot. Those areas should be avoided in the summer when the heat can make it unsafe to have pets outdoors. Spring and fall are the best times to visit the Grand Canyon, Sedona, and Flagstaff, and traveling in the spring gives you a better chance of catching the desert wildflower bloom.
